I did not consider any useful purpose would be served by bringing home to the Japanese Government their responsibility for the objectionable statement issued by Japanese military authorities in China. Had I pressed the point Mr. Arita would be obliged to stand behind the military authorities in this matter which, in fact, he admitted fully to me privately but by leaving the matter where it is I hope Minister for Foreign Affairs will be freer to continue to urge moderation upon the military authorities in North China. I could see that he was somewhat embarrassed by this manifesto but he said there was no gainsaying the fact that Japanese public opinion was very highly incensed against Great Britain for their policy of "aiding the Chiang Kai-shek régime". I repeated for the hundredth time that it was the business of the Japanese Government to see that exaggerated reports on this subject which were being spread to the Japanese people were corrected in the light of infor mation in possession of the Japanese Government.
